Whenever the Messenger of Allah (PBUH) appointed a commander over an army that will be sent to some people, he would instruct him to fear Allah in his own private affairs, and in his companions' affairs in general, and he would say: Fight in the name of Allah and in the cause of Allah, fight those who disbelieve in Allah, and do not embezzle the booty, do not act in perfidy, do not mutilate, and do not kill a child. If you meet your polytheist enemy, invite them to one of three things: To Islam. If they accepted Islam, then accept it from them and desist from them. Then invite them to migrate. If they agree to migrate, then accept it from them and desist from them. And if they choose Islam and refuse to migrate from their homes to the land of the Emigrants, then they will be like the Bedouins of the believers, and whatever applies to the Bedouins of the believers, would apply to them, and will not take anything from the spoils or booty unless they fight in the cause of Allah. If they refuse Islam, invite them to pay the jizyah, then accept it from them, and desist from them. If they refuse, then with the help of Allah, fight them. If you besiege people of a fortress and they want you to let them out according to Allah’s judjement, do not. But let them out according to your judjement, then decide about them as you wish accordingly, for you do not know whether you will meet Allah’s judjement or not. If they want you to let them out under the protection of Allah and the protection of his Messenger, do not. But let them out under your protection, and the protection of your fathers and brothers, for it is less significant to violate your plege and the pleges of your fathers and brothers than to violate the plege of Allah and the plege of his Messenger.
