Abu Bakr Ath-Thaqafi asked Anas ibn Malik, as they were going from Mina to Arafat: What did you do with the Messenger of Allah (PBUH) on this day. Anas said: Some of us would say talbiyah without disapproval, and some would say takbeer without disapproval.
We went in the morning with the Messenger of Allah (PBUH) from Mina to Arafat, some of us saying talbiyah, and some saying takbeer.
I heard the Messenger of Allah (PBUH) when a man asked him about Hajj at Arafah. He replied: Hajj is the day of 'Arafah or 'Arafat. Whoever gets to 'Arafah on the night of Al-Muzdalifah before Al-Fajr prayer, has attained his Hajj. The days of Mina are three. So whoever hastens [to leave] in two days, there is no sin on him, and whoever stays [the whole three days], there is no sin on him.
