That 'Umar ibn 'Ubeidillah wanted to arrange the marriage of Talhah ibn 'Umar to the daughter of Shaybah ibn Jubeir. So he sent to Aban ibn 'Uthman who was the one in charge of the pilgrim to attend, and they both were in ihram. So he [Aban] denied it and said: I heard 'Uthman ibn 'Affan saying that the Messenger of Allah (PBUH) said: One in ihram may not marry, arrange a marriage [for someone else], propose for marriage.
